我也出现这个问题，看到app store connect提示“4月13日上午10点 (PDT) 开始，处理类别报告请求的时间将延迟，最长可达 1 小时。维护完成后将生成报告。如需任何重要报告，请在维护前发送请求。”不知道是不是这个原因

确实是可以，重新建一个描述文件（P12不需要更改），下载后再提交云打包，就可以正常上传到应用市场了。谢谢工作人员！
